A Nantgaredig man has admitted dumping a black bag of rubbish on the ground at a recycling site in Abergwili.
Scott Clarkson was fined £209 after enforcement officers identified him through their investigations.
The 47-year-old accepted a fixed penalty notice but no payment was made and the case was then taken to court.
Llanelli magistrates ordered Clarkson, who pleaded guilty by post, to pay £68 costs and £30 victim surcharge, in prosecution led by Carmarthenshire County Council.
The council’s executive board member for public protection, Cllr Philip Hughes said: “We will continue to take action on anyone caught dumping rubbish illegally in Carmarthenshire.”
